You cannot see it first. You make the request by emailing, faxing or mailing their form which you must complete and send them $2 per record with a $4 minimum. They will send a photocopy via snail mail. The instructions are here and the form is here The list of films available for Guardia Piemontese is located here
The film number for Giuseppe's birth act is 1805084 (the form will ask you that). Since there is a 2 record minimum, think about what else you would like to order but keep in mind you need the date or at least a year. If you need assistance, let me know. I would be happy to help.
Having seen the list of available films, I am shocked at how small this town is! I have never seen so few films containing records for over 100 years! I would not be surprised at all if you find family in surrounding towns. When you get the birth act scan it and upload it here and someone can translate it for you. The birth act will look something like this .

I'm not sure about the Guiseppe Russo. According to my mother, his daughter, he ever registered for the draft, especially for WWII. He would have been a little old to serve.

If I find out anymore info I will pass it on.

Every man was required to register for the World War II draft that was 50 years old and younger, and I believe he fit into that category. He simply did NOT have a choice.
