I know what the top part of this document means and that it was saying that this birth act was copied by an official but I would be grateful if someone could translate it word by word what it actually says.

I'm certain one of our expert translators will drop by and provide you with more detail.

It appears that the document is more of a reconstruction from several sources/authorities than simply a copy or an extract of a birth document based on the various dates, etc. Unfortunately, I am relying on the SWAG method of critical analysis so grains of salt are in order Wink

I think it was explained once on a forum that these documents were made because of the destruction/damage to many of the original records during WW2.
Some information was taken from damaged documents and other information was gathered from the people themselves who came forward with the information - probably at a later date?
It's just I would love to know word for word what that top part of the document said.

the document is just a printed form which doesn't say anything about where the information came from, it's just a bunch of bureaucratic words listing decrees, resolutions and ministerial offices. Anyway:

Year 1953, 6th day of the month of December in the Municipal building in S.Elia Fiumerapido
I,
Perillo Antonio, registrar in Sant'Elia Fiumerapido Town Hall seen the resolution (dated 5.11.53 published on 5.11.53, effective on 5.12.53) of the Town Hall Board (or Committee) for the reconstruction of S.Elia Fiumerapido Civil Acts Book provided by the Law Leslative Decree 5th May 1946 number 621, and set by the Ministry of Justice Decree dated 21st January 1948, entered at the Ministry of Interiors General Administration on 27th January 1948 and at the Court of Aditors (or Court of Accounts) on 30.1.1948 in the Register Nr.______________Sheet______________,
