In going through many websites on my quest for dual passports and after the problems I had at the NYC Italian Consulate last year, I came across information on a "Declaration in lieu of Certification of the official family historian" (Art. 46 D{R 445 of 28 December 2000). Does this mean that if the family historian (in this case me) signs this declaration it would mean in effect that I state that the information I am submitting is true? It goes on to say that non-acceptance of this declaration constitutes a violation of official duties (Article 74 paragraph 1 DPR). This issue here is the difference in the date of birth of my grandfather - it is February 8 on all his Italian records but shows up as February 3 on his US Alien Registration forms. Thank you, Carol
